equal thickness shall `be aligned within 10 percent of the thickness of the
members involved. Where different steels are welded to each other, filler metal
having strength of the lower strength steel shall be used. When the same
steels, or steels having similar properties are used, the deposited filler metal
shall develop the full design strength of the particular weld joint or weldment.
3.10 Mechanical properties. Mechanical properties of all welds shall be such
that welds will transmit stress without failure or permanent deformation and
have a strength equivalent to the parent material.
3.11 Machine work. Tolerances and gages for metal fits shall conform to the
limitations specified in TA13207E7680. All holes shall be countersunk before
tapping.
3.12 Interchangeability. All like components shall be interchangeable with
respect to installation, performance, and quality.
3.13 Safety. The catwalk assembly shall be equipped with dual detachable
guardrails, toeboards and non-slip surfaces and should otherwise meet the
applicable provisions of the Occupational Safety & Health Act, Title 29 of the
Code of Federal Regulations, Sections 1910, Subparts D&E, 1910.22, 1910.23,
1910.24, 1910.27, 1910.37 and Section 1926, 1926.500(b). The construction of
the catwalk assembly shall also meet all other OSHA 29 CFR 1926 requirements for
pile driving equipment. These safety related features shall be designed and
fabricated to meet all requirements stipulated in federal law and applicable to
the general public. These features shall be compatible and interface with
structural details of the crane and pile driver leads.
QUALITY ASSURANCE PROVISIONS

4.1 Responsibility for inspection. Unless otherwise specified in the
contract or purchase order, the contractor is responsible for the performance of
all inspection requirements as specified herein. Except as otherwise specified
in the contract or purchase order, the contractor may use his own or any other
facilities suitable for the performance of the inspection requirements speci-
fied herein, unless disapproved by the Government. The Government reserves the
right to perform any of the inspections set forth in the specification where
such inspections are deemed necessary to assure supplies and services conform to
prescribed requirements.
4.1.1 Responsibility for compliance. All items must meet all requirements of
sections 3 and 5. The inspection set forth in this specification shall become a
part of the contractor's overall inspection system or quality program. The
absence of any inspection requirements in the specification shall not relieve
the contractor of the responsibility of assuring that all products or supplies
submitted to the Government for acceptance comply with all requirements of the
contract. Sampling in quality conformance does not authorize submission of
known defective material, either indicated or actual, nor does it commit the
Government to acceptance of defective material.
